Right now the only thing people use is penetration but expansion does nothing. I think expansion should make the animal bleed more and more frequently and if you hit close enough to another organ it does damage to that organ. Model it like way of the hunter.

Expansion does something, if you use soft points and get a good broadside, they'll die nearly or as fast as a double lung shot with penetrating ammo
For some reason this game makes polymer tipped bullets behave the same way as full metal jacket rounds when polymer tips are hollow points with a plastic tip for durability and ballistic improvements. They also nerf the penetration of the guns in game and still don't seem to model in any way the cavitation bubble or other effects of expansion when a bullet hits a target
Most guns should get close to pass throughs even with significant expansion, but here it's either you go in 3 inches and might get a lung or get to the heart with minimal expansion
