Laytons mountains are very unpopulated so I would add mountain goat ore mountain quail.
I drew a map of the areas that are accessible but have no animals.

Snowshoe Hare
White-Tailed Ptarmigan
Spruce Grouse
Striped/Western Spotted Skunk

Instead of Spruce Grouse I think Dusky Grouse would be quite fitting, as for the large apex predator I think if mountain lions are to be implemented on Layton it needs to be in a similar manner to the tigers and snow leopards on Sundarpatan, it would make them a bit more manageable

As its in the Pacific north west I would prefer sooty grouse.

Both species could potentially work with Sooty Grouse on the west side and Dusky Grouse on the east side
