I don't know what went wrong but does this mean I have to rebuy the whole game?

You don't need to rebuy the game. I assume you are logging into the same Steam account. If so, are all other games you would expect to see in your library? If that is the case, you'd probably need to contact Valve's support, but I've never heard of a game disappearing from an account before.

Not a paid for one at least. If I Uninstall warframe I might need to directly go to the store page to reinstall it, but steam recalls exactly the progress I have made in it prior to this.
This is strange indeed, and sounds more like a Steam/Valve issue rather than a EW/Apex one

Another possibility: did you hide the game accidently? Go to the View menu in the Steam client and select "Hidden Games" and see if it is listed there.
