So I'm currently on Make a Difference just after plucking the last set of bushes and the mission and voice lines just ceased seemingly randomly, also every time I reload the map or game a single bush respawns at spot 2

and what do you know, turing the mission system off and back on again fixed it..

I can confirm that this mission is still broken (at least on Xbox series S). At the second collection site, I found and collected 5 plants (see photo). The mission showed completed, the subsequent dialogue from Trev and Doc played, and the mission still appears as the active story mission on Hunter mate and in mission log.

I returned to the second collection site, and found a single plant (see photo). I collected the plant. But nothing changed. I’ve tried toggling the mission system off-on. But that didn’t help.
