did you try verifying files in steam? how how about trying to load the game as admin, i have to for a weird reason to load mine as admin - but thats probably cause of the way i have settings or something, but might be the case for yourself as well - hope that works, or i hope you get it sorted and get back playing

Got it figured out, I was missing C++ files. But yes I did verify game files.
