Picked the flowers at the first location was sent to the second and picked the ones there i got the speech about us always leaving a mark from doc but the mission did not end. My phone still says “make a difference” but now has no objective underneath.

So i found the issue, the game tracked the mission as completed while i hadnt actually completed it i guess there is this one bush left but picking it up now doesnt cause the mission to end.
So dont think this is something i can fix my end i have picked this exact bush 4 times now and it just respawns every time i load the game.

Okay so i just completed it. If you have the same left over bush this may also work for you loading into the map with the mission system off and turning it on once in the map allowed me to pick the bush up and actually complete the mission.

Yeah pretty much i turned it off and only turned it on when i was at the location and picking the bush that time finally triggered it

Thank you! This worked for me as well. Had to get real close to where the bushes appear before turning the missions back on
