Currently one can approach an animal up to 15 meters before it runs away if you advance lying on the ground, I don't think it's necessary to get closer...
In all countries of the world it is illegal to bait predators to hunt them, the hunting rules in CotW are those used by governments to grant licenses, if any practice is not allowed it does not apply to the game..
And no, placing an animal carcass to attract foxes or coyotes to Control their Population is not hunting, a different license is required for that, not a hunting license...
