was the weapon recently enchanted for weapon crit chance? for some reason you need to re equip items after enchanting to get the stats

it was not was just a drop. tried un equip and re equip same results

You are correct. This is still a bug. Offhand Crossbow does not give crit chance % when having the enchant.
