Adding to this my opinion
Builds which run primarily non-innate skills have an inherent downside of getting the upgrade pool cluttered with useless (to you) trash, even more than it already is.
This obviously reduces the overall power of the build, but more importantly completely whiffing an upgrade orb feels incredibly bad.
Respec removing all skills would be the optimal solution. It's fine that they're initially learned on character creation so newcomers don't go for a run without any skills and then feel sad, but once someone presses the Respec button it should be clear that they know skills exist and they can be allocated.
I would like to add that a complete respec should also remove the combo counter. I'm tempted to remake characters without the combo counter as it's somewhat useless, I feel, and waters down your upgrade options.
