It appears to just be a rounding issue on the display numbers

not all modifiers increase with ilvl, perhaps?

its because the damage numbers scales with 0.555*ilvl on the dirk, as per the wiki

So for instance, 0.555*1 -> rounds to 1. then 0.555*2 -> 1.11 rounds to 1 then 0.555*3 -> 1.665 rounds to 2
etc.
