Like the title says, the guaranteed Evade gets consumed when using/standing in my own Toxic Cloud. Also traps cannot be Evaded, not sure if that's by design tho.

Ive had this happen as well, it can also be consumed off the bleed effect the player gets from the tavern drink
I also noticed the rogue's evasion seems buggy to begin with, ive actually never seen it proc off of an enemy attack only my own abilities like the toxic cloud, the bleed effect, and some of the items that deploy AoE damaging effects

I can confirm, the toxic cloud wastes the 100% evasion and puts it on cooldown, terrible
