I can replace all but one HDD so not the end of the world but want to know if it is safe to continue using save file after corruption?

You shouldn’t have any major issues. Just delete line 1 of your avatar.ini file and see how it behaves. If you make some changes and everything runs fine, the game won’t cause corruption, it will rewrite the files at every save.
A simple way to check is to modify an existing build, close and reopen the game to confirm that everything saves correctly.

we can't really do anything about a power outage corrupting files while they're being written...
as for HDDs, they are never being deleted by the game... if they disappeared, it's your HDD's indexing that lost them during the power outage
Best thing to do is to backup your game data directory once in a while
