The Ult CD passive needs to be removed or reworked. It's an unhealthy mechanic. And if it has to stay, then make the passive only work on kills you yourself get.

Astral catalyst is in need of a rework but i would say its more due to it lacking a real identity within its stat profile.
The passive's don't fit a mana item fitting into first slot let alone on an item together. An anti-shield item would be on a anti-shield item with high magic power in a flex slot, a Ult cd item should be on a haste heavy flex option. As a mana item it is hard to build it in either of those positions.
