#Howitzer needs to be able to flick his Rocket

He feels horrible to play because he can't flick his rocket. Fix this or revert him to pre-1.12.
Also let him keep his momentum when charging his rocket.

I'd add him being the only mid not able to quick cast his primary damage, and still generally doing the same damage or less when charged compared to others makes him almost a pointless pick, and a "ult bot" at best

I just played him yesterday and that guy feels absolutely terrible to play. 1 real damage ability and they made it a charge ability. The they didn’t even make it do bonus damage when fully charged. I was wondering why I haven’t seen anybody play him since patch and now I understand.
