It depends on the item. Some items only proc on basic attacks. Some only proc on ability damage. Some proc when dealing any form of damage. Some only proc when dealing physical type damage. Frankly even if you read the descriptions it's not always consistent. For example bleed will trigger Basilik, but will not trigger Draconum despite both having similar descriptions. Bleed won't trigger on-hit effects but it will benefit from Lifesteal (although the gains are miniscule).
It's pretty much a case-by-case basis.
