#Lane management

So I've been playing pred since console release, and have seemed to have hit a wall right around high gold/ low plat. I'm trying to get a grasp on more advanced mechanics of the game to get better now that I believe I know a majority of the basics.

I guess my question is lane management. I know if the wave is close to your tower, that typically you should freeze lane and last hit to get the other player to move up and try to catch them out of position. However, when your rotating, what's the play? I typically will shove the lane before I rotate out of lane. But I vaguely remember from Paragon that you should kill the enemy ranged minions only for some reason and then rotate? Does that seem correct?

Also, laning phase if you get a kill, are you shoving the lane into tower to try and get them to miss minions? I feel like pre 15 minutes the death timers are so short, they really don't miss too many and then end up getting the lane frozen on you. I guess lane management basics are what I'm asking for, like if there's any rule of thumb that I'm missing or something. Or even if it's not even that important and I'm focusing on the wrong things, lmk what people struggle with in the gold/plat range that holds them back.

what you should do with the lane depends on a lot factors, honestly. you get a feel for the right decision once you've nailed the fundamentals. it's kind of a watered down explanation, but...

if you have nowhere you need to be / if you want to farm safely / if you want a gank from your jg...

freeze the wave near your tower. (only last hit, try to keep enemy minion amount slightly higher than yours)

if you have somewhere you need to be (lane buffs? obj? fight?) / just killed your laner / need to back asap / want to harass enemy under their tower (risky)

shove the wave. (use all waveclear abilities to kill it as fast as possible)

if your opponent is trying to freeze the wave, you're forced to shove it into their tower so that it bounces back towards the middle of the lane. this can be risky, but it's the price you pay for having your wave frozen.

after laning phase is over, you'll probably spend most of your time shoving and looking to impact the map, or freezing as much as possible if you're behind.

as per your question about shoving being bad after you get a kill, that can be the case. if after a kill the wave is slowly pushing towards you, you could choose to just not touch it. if it's perfectly even, you can do the same. however, if it's pushing towards your enemy, then it's usually best to shove so that the tower kills the minions and they're unable to freeze.
