Another website one friend of mine and myself have worked hard to publish. It does not offer as many things as other ones but it has simple statistics of winrates, items, ability paths and priorities for every hero + role. I hope you like it

Is the rank listed win% rank for that role?

In the Tier List page, the rank column just shows the order depending on the column you have ordered and the filters you have selected. In the Hero Build page, it's exactly what you said, the rank is calculated by winrate% for whatever you are filtering (currently, hero, role and patch but we are working to add the region as well)
