I can't see my strange level up

I leveled up my Strange medi gun and it didnt show the little message. Now my config messed up a lot of things such as not being able to see my teammate's hp. I fixed that but idk the command needed to fix this issue. I also dont see when my casual is ready. I have to press esc to see it.

Do you mean the little pop-up icon that appears? The cvar should be cl_notifications_show_ingame 0/1

Config may also have cl_notifications_max_num_visible set to 0. The default is 3
