Had this issue with my screen stuttering every few seconds, I downloaded comfig and had it on med-high optimization but it didn't fix it. Any idea on how to fix this?
Specs:
MSI 11th Gen Intel(R) Core(TM) i7-11800H @ 2.30GHz
NVIDIA GeForce RTX 3050 Ti Laptop GPU
16.0 GB RAM
64-bit operating system, x64-based processor

looks like powersaving is on

#

it could be in videographics settings and in powersettings, also your game could be running on iGPU

#

windows has settings to use dGPU instead for the tf2 application
