on a previous install i was fiddling with advanced settings in hl2.exe but i dont see how that could effect it

your launch option res is wrong, unless your monitor is placed as a portrait
try putting in -w 1600 -h 900 instead of what you currently have for res

You can also omit it and set via the settings menu instead of via launch options.
