Why are you setting them high? Remove all modules and just use default low preset.

There's no big problem with not having an app folder, just ignore that step if it already doesn't exist

There's nothing to be worried about, it'll get solved within a day or 2, which is very short when you think about the grand scheme of things

There's no need for you to talk at the moment when you're feeling frustrated, just follow the instructions
to rephrase, remove your modules. then install the low preset. then launch the game. then in console, enter net_graph 4. record a video of some gameplay in a server so we get a better idea about where the drops are happening.
