I have done everything.... I have installed mastercomfig so many time I don't know what to do I have watched so many tutorials and still nothing I'm confused

Create new text document.
Save As
File type: All Files
Name it modules.cfg
Save it in tf/cfg/overrides/
Create the overrides folder if it doesn't exist already.

when did they remove it? you can download a zip and it makes it in the folder
