From my experience, I've played lots of chess.com players and couldn't go past 1100 on bullet for a year, then I hop on leeches, then play for 3 weeks and win more than 75% of them 💀

1400 rated on leeches rn 🤝

I think a 700 elo rated player on chess.com can beat a 1200 elo rated player on leeches without much problems
