From memory Nf3 is best, but 2. Bc4 and 2. Nc3 are other playable options.
If we want to play an "early gambit", then the "center game" is probably best for that, with 2. d4 (against an IM, it is probably ill-advised, unless he hasn't played it at all or at least for a long time).
