Is it possible that connects or relates to the hardware on the back side? Like it's the end of a long clamp like device?
or it's just glued and screwed on to the underside.
glued and screwed seems problematic for the panel, but without knowing what I'm looking at really, sliding dovetail, dado?
What's why I'm wondering if it's got something to do with the assembly at the backside that's in line with it
Could just be hooked round and tightened on from the back ?

I mean if you goal is just to make a sharpening station as easy as possible, there are loads of options, pocket holes and plywood, 2x4's and dados, etc. Just depends on your tools and what level of skill/challenge you want
if it was me and I wanted it done today, and didnt care how it looks at all, I'd probably just screw some 2x4's together, screw some plywood down on top. It's a sharpening station, it doesn't need to be flat over more than a few inches to stop the stones from moving
