Updates always ship the full mod; no other way to distribute them.
If the download seems to be stalling, the issue likely rests with NexusMods' servers/API, your router, your ISP or your antivirus software.
You can alternatively just try to manually download the latest version, then dragging and dropping the resultant .7Z file onto the Mod Manager.
