It's kinda borderline cheat-y 'cause you get infinite uses.
But, if you have 20 000 hydrocoins you want to spend on wrenches, that's like 90 tool bags (450 repairs). At that point, the cost of wrenches is meaningless and all this does is saves you all those trips to get more, so I'd say it's a "quality of life" mod.
