I know where to get a really cool hat from the civil war. It's at an abandoned army fort, near Emerald Ranch. The fort can actually be seen occupied by the Lemoyne Raiders, but they only spawn in during a certain bounty-hunting mission. You can get the hat anytime, though. In one of the small buildings in the fort, there is a basement. Once in the basement, go into Dead Eye. You will see multiple things, including the hat.

First : you need to make sure you delete all of your custom outfit , also get rid all of your outfit on your horse
Second : after completing the heist with trelawny , go to the saint Denis tailor
Third : go to the changing room
Fourth : go to the "stored on horse " section and you'll find a custom outfit
Fifth : make sure to equip and save the outfit by adding something like a Talisman or a hat
Sixth : enjoy Arthur's fancy outfit
