I’ve had multiple sessions where there were no NPCs in sight, or creatures, sessions where horses and wagons don’t have drivers, and for some reason, most NPCs are stuck walking in place along with horses.

I just discovered your horses will all of a sudden become wild horses and then you can call in a clone of your horse

to use all horses, you can have one saddle, but you can't use your horses which are without the saddle until you equip it on them inside the stables
so If my saddle is on horse 1, I cant use horses 2 or 3 until I go to the stables and put the saddle from horse 1 onto either 2 or 3
if you want to just be able to change horses via Stable menu option you're gonna have to buy a saddle for each horse

I logged in earlier and as a level 20 naturalist I was shocked to see an Iguga Cougar spawn right next to me, of course I'm now wearing it but this is the first free roam legendary I have seen since the role launched, I kinda rushed to to 15 and was then told the legendary spawns were messed up after 15. Hopefully this fixes soon!
