It's not entirely Rockstars fault, the server system they run on is very faulty because its half run by every players client as well.

Then got none another one 'till yesterday, got one of the foxes, im level 13 naturalist.

TBH I think the system is right. Legendary animals shouldnt be "farmeable", it would miss the point of them being "legendary".

Its not about not spawning before level 15. Its after level 15. I've been looking for L. animals for 3 days in right locations/conditions, found 0. Found 4 without looking before rank 15. Many ppl have the same problem, apparently Animal Attraction skill is bugged for many. Thought maybe some ppl have the same issue here
