tbh I never used to have a problem up until the past few weeks. Even met one person halfway through who didn't bother me at all. If you're going to steal it then fine. But don't wait until you know they're defenceless to do anything back. That's a cowardice move. Also would've helped if R* had the final point for them in Annesburg too but instead gave them a much closer point without any non-player enemies

Sadly its a bias system .. one time i was in offensive mode and this person in defensive mode was getting shot the hell up by NPCs .. i rode over got off my horse and started shooting them in aid.. but because the bullets where hitting near him the game thought i was trying to kill him. I tend to have my lemat and navy on me rather than two of the same as it's good for the ammo and and a utility of blasting someone who is close quickly

It's basically a better double barrel with it doing more base damage than the normal it's more comparable to the semi auto but I prefer the double barrel cause one it's cool and 2 I can track ammo better
