and health is irrelevant since all horses are ohk by shots to the face

ppl have done tests of various lengths, even one end of map to the other. a better speed stat makes a marginal difference

acceleration is prob a more useful stat considering the amount of turns you have to rebuild speed from

Secondly, to answer your question: Black Arabians have the best overall stats out of all the horses in RDO.

They have the highest acceleration, the best handling, 6 top speed, 8 health, and 8 stamina at Bonding Level 4. In other words, they are significantly above average across the board.

Their small size also makes Arabians difficult to hit, especially at range (unless you go for headshots and/or use explosive/incendiary ammo).

Granted, the only 2 downsides are the aesthetics (including their small size, which can be tolerated) and the skittishness. As long as you keep the Black Arabian calm at ALL times, it'll be a damn good horse to own and ride around.

All horses have their 'pros' and 'cons'. If Black Arabians weren't skittish at all, guess how many people would ride them?
