So, I just loaded into a session and this dude teleports around and straight up shoots me for no reason. I thought he was hacking cause of the teleports so I report him. Kill him and his buddy a bunch more times. One of them start talking, I can't understand it. Maybe they're on the other side of the world and its just lag? If so why would Rockstar match them to the same server as me? Shouldn't servers be regional or something?
Also I didn't realize that the rolling block rifle unlocked at Rank 13. Seems like a lifetime ago

pick up a body, person or large animal, then drop it
Basically it triggers when you bring in a live bounty. The weapon shifts to not clip with the thing you're carrying but the cutscene for turning in the bounty doesn't reset the flag
so your weapons stay in the "i'm carrying something over my shoulder" position
