Yup. The same goes for all guns: once the reload speed is all white (even if it hasn't been cleaned with gun oil), that means your character has reached max proficiency with that gun.

I mean, I hated GTA:Online mainly because it was a mess, on PC it was impossible to plat casually, everyone were killing everyone without taking a break, it was pure chaos. How is it on Xbox in RDO? I'm more into PVE, Coop heists and other fun stuff, pvp is also ok, but not just pure chaos in freeroam where all you have to do is hide from other players.
