1.) I am very certain they anticipated that someone will eventually make such a map. Maybe not that fast and not that professional but R* isn't new in the online gaming scene. They are well aware at least since GTAO that ANY mechanic will be figured out to the detail by some players at some point and be used to the max efficiency.
2.) I am also convinced there will be a location/item mix eventually making current maps outdated. Anyway, that isn't really a nerf per se.

^ starting a bounty or stranger mission are the two ways to get an empty lobby, in which you can pitch your camp immedietally
so it won't work 100% of the time you try to pitch during a bounty like was mentioned
but will work 100% of the time if that bounty put you in an empty lobby
tl;dr on pitching camp workaround is that you're hoping to get a short, black loading screen (means you're moved to empty session) upon starting a bounty or stranger mission, it's the only tested method
