Carcano shoots faster, reloads faster, has 6 rounds in the chamber, and is better than the Rolling Block.
The Carcano does less damage than the Rolling Block, but you can compensate for it by using high velocity/express/explosive ammo, as well as ability cards that increase damage.

What counts as a non player stealth kill ive been killing npcs that havent seen me and nothing i have 3 out of 5 i know the first one i got in a shootout while the guy was running right at me

Only npcs count that are labeled as enemies or enemy types (like "bandit" or "rival collector" etc.). Random npcs or strangers don't count afaik.
About the obvious non-stealth kill that counted: It's a R* game
Your best bet would be a bounty hunter mission that starts with a yellow beacon.

I think I found a glitch last night
I don't know how I did it but, I was in emerald ranch and once I was done killing animals, I started petting my horse and then I started brushing it and she just kept liking it. I got her to max level in under ten minutes and I had just bought her like 15 minutes prior :/
