well in sp you couldn't wear different weapon equipment with different outfits
it would work as intended on the first outfit you equip
but then the weapon equipment from that outfit carries over to all of the other ones you equip
it overwrites the saved equipment

I kept server hopping in Lemoyne to hit up the 5 or so spawn locations easily, then server hopped and did it again. Then I've been doing the same around Blackwater to try the 4 locations. Multiple servers

Rescue spawns are iffy when everyone's doing them, next time you server hop, go to a fast travel spot and go somewhere else
When you server hop, it puts you in an area with players there, so someone could've already did that

- Events spawn randomly and unpredictably, so you need to be lucky in order to get one to show up. Server hopping is NOT always a good idea
