Then I'd work on Arthur, Sadie, and Charles stranger missions.

Extend the Online Story DLC.

Add a Melee Showdown series for fist fighting. Disable guns for Melee or Bow driven showdowns.

Add the option for players to set up their own Trapper or Butcher stations and sell items.

Add Ally and Foe options to Posse menu to allow posses to feud or work together over extended period of time.

Add Robbing of NPCs.

Then again Sadie stranger missions wouldn't work in prequel since she hasn't snapped yet
