Any explosive ammo is a one shot in the appropriate range except for maybe if they fortify with tonics

Sooner or later, you'll be more paranoid and proactive in your self defense. That player riding up fast? Probably trying to kill you, if he was trying to pass doesn't really matter. Adopt a "better them than me." mentality and you'll be set.
