cops are an OK but boring way to grind rank but you will be just as gimp at rank 90 as you were at rank 30

and as someone who's spent over $500 on gold bars, I can tell you right now you'll be throwing a lot of money at the game if you want to buy the things you unlock at higher ranks

and event then, at $900 per card to get to tier 3 and 25,000 XP

you still got a serious grind on your hands

you will only lose money killing cops.

ive done nothing but farm and do stranger missions and it still cost me a few hundred REAL LIFE dollars to buy all the stuff i wanted to buy without grinding showdowns for cash

great riding horse with great handling, may occasionally have to carry a hogtied chump but no solid racing needed and no real work needed

i think free roam is so diversely demanding that people really should be going with a multi or maybe a well rounded work horse. the other ones can be better specialized. turkoman or war for the pvp stuff with horses. unless its racing. then fox or thoroughbred.
