I had a few good runs using the horse grinding spot in saint denis. 20xp a kill. If your on a horse and wanted the cops spawn on horses. So 5xp for death rider, 5xp for the kill, 5xp for a headshot and 5xp for sore saddle. 20xp a kill and they come much faster than the ladder method.

Missions should just give the same xp. Regardless of what happens and how many dudes you kill. Some missions just become undoable because everyone wants the kills. I.E nobody picks up the outlaw in if the hat fits cause they can't get as many kills carrying him, nobody wants to drive the train in tar and sand cause they can't get any kills.
