there's no passive mode, right?
being killed for no reason in the wild is pretty immersive. Being repeatedly stalked by someone that is absolutely owning you is just stupid. Yes you can change servers but it's a hassle and theres no guarantee it wont happen in the new one

Rockstar isn't racist. As a cultural liaison for the company I'm with. It's pretty hard difficult to paint a culture in the correct light, even with cultural experts and first hand sources on standby. The way I see it, rockstar didn't want to get the culture wrong and offend people. Race/ethnicity/culture is a very difficult thing to handle these days. If rockstar messed up, they would have been crucified for it. So they went the safe route and didn't include it at release.
