Purge & Disable memey reactions in Important Channels

What the title says, just delete all the unrelated and memey reactions in #spoon-faq and #welcome-rules
They're not really needed, and just look bad imo. Maybe keep the mumbo ones like ? The ones in #spoon-faq just make the messages look split when they shouldn't be, and they're quite unrelated and filling.
As an example, reactions are on in #spooncraft-info but nobody has added a reaction, and it looks clean- like an information channel should.

TLDR: Purge reactions and disable them in #spoon-faq, #welcome-rules, and #spooncraft-info

tbh i only suggested this as a cosmetic thing, i have a few suggestions in my notes ive been meaning to add here for a while, just to kinda see
