ASUS 4090 bricked 2 months out of warranty (black screens, kernel crashes) This is my plan going forward

I was recently testing out rtx super resolution and hdr on old yt music videos on my tv and i loved it but suddenly the card started giving issues and is now almost completely dead.
The symptoms are: Kernel panics, black screens, not initializing on boot, card not detected/ showing as unknown
What i tried: Fresh install of windows, cmos clear(normally cant get it to output again until i clear cmos), nothing connected but the gpu and a single known good ssd, asus bios updates, old/ new drivers, nvidia bios updates, multiple monitors using display port and hdmi (bought new good cables)
I even ran wothout internet at first so it wouldnt auto download drivers.
Right now the only thing that causes my system to black screen(still running but no display output) or kernel panic is when the gpu is connected. I cant use nvidia smi because it either doesnt detect the card or it black screens / crashes before i can run any commands.
The system works fine with no gpu and using intergrated graphics. If i am using intergrated graphics and the gpu is connected and detected the system still crashes after a few minutes.
There is no bios switch on the card only a quiet/ performace toggle which doesnt seem to change the bios as it happens on both modes.
The rest of my specs: Intel 9900k

My overall plan is:
Buy new parts
Build new system with 3050
Install Windows fresh on new system
Install 3050 drivers, confirm everything stable
Use the system normally while waiting for 4090
When 4090 comes back (if not fixed send to northridgefix) — DDU in Safe Mode, shut down, swap cards, boot, install 4090 drivers, test gradually
Test 3050 in old system (check if there’s pcie problems (I am going to use the old system as a nas/ plex server/ offloading workloads)
Return 3050 if not needed for plex/ upgrade to better card for transcoding/ other power use case if 3050 can’t meet my needs.
Good plan/ any feedback please? This has been very stressful for me bc the money and time i have to act before things become completely unobtainable due to ai/ buisness practices. New cpus are launching soon which means the micro center bundles for this generation will end. I dont need anything thats coming with the new generation and its the same socket anyways so i can upgrade if needed.

Symptoms: Black screens, kernel panics, won't initialize on boot. Only way to get display output back is a CMOS clear. System runs fine on iGPU — crashes only when 4090 is connected, even as a secondary GPU.
Already tried: Fresh Windows install, CMOS clear, isolated testing (GPU + single known-good SSD only), ASUS/NVIDIA BIOS updates, multiple driver versions, multiple monitors/cables (DP and HDMI), tested without internet to prevent auto driver installs. nvidia-smi either doesn't detect the card or crashes before it can run.
Specs: i9-9900K | ASUS Z390 ROG Maximus XI Hero | 32GB DDR4-3200 | Corsair RM1000x 1000W | ASUS TUF RTX 4090 OC 24GB
My plan:

Build new system(Intel Core Ultra 9 285K, MSI Z890 MAG Tomahawk WiFi, Crucial Pro 32GB DDR5-6400, new psu, case, and ssd. with an RTX 3050 in the meantime
Send 4090 to local repair shop, then Northridgefix if needed
When repaired: DDU clean install, swap cards, stress test gradually
Repurpose old system as NAS/Plex server, possibly keeping the 3050 there

@dusty knoll Go to C:\Windows\Minidump and check if you have any minidump files. If you do, go back to the Windows folder and copy the Minidump folder itself to the Downloads folder (You can use the desktop if you don't have OneDrive syncing files). Zip the copied folder and attach it to a post. Please follow the instructions to the letter as Windows doesn't like you messing with files in this location.

Also, if im understanding right, because, I skimmed, with a different gpu in the new system, there are no issues?

there is no minidump folder i even tried searching for it through cmd/ powershell. None of these folders have useful logs. I havent been able to try a differnt gpu bc I dont have one and dont want to risk breaking any of my friends gpu. I am using intergrated graphics rn no problems/ crashes on that.

Ive isolated everything the 4090 is the only thing that causes crashes. It boots up with it in the slot though? Yes and then it crashes after 30 seconds - 2 mins and doesnt come alive again until i clear cmos

Have you tested the 4090 in another system?

Right now its going to be, yes, the 4090 being the issue, or the motherboard.

No I dont have access to one rn a game console focused repair shop has it they are going to test it on their test bench and get back to me

Ahh, well in that case. Otherwise yes, test in another system, test a different gpu in your pcie slot. Try using the gpu in a different pcie slot, yes, of course it would be slower. But if they have the gpu, only thing you could do in the meantime if buy a test gpu or ask a friend.

I tried different pcie slot same thing sadly. What im most likely going to do is get the new parts + 3050 while i try to get my 4090 repaired

Have you checked in Event Viewer if it has any WHEA events? In Event Viewer, go to Windows Logs → System. On the right hand side select Filter Current Log. In the Event Sources dropdown menu, select WHEA-logger.

If the GPU is causing the shutdown, it should have a WHEA event.

If no WHEA event, the PSU would be the suspect before the GPU. At least in my mind.
