Pc won't boot, and the fans are spinning too 100%

My pc stopped working after I did a deep cleaning of it, I took out the mobo, cleaned the case, reseated the cpu for fun and then put it back, a few mins later the screen goes off, there was a no signal popping on the monitor, since then it hasn't worked
