Hey guys i need help with getting windows to change my main storage device. ive tried everything from changing the location to the windows settings itself. But every time i download an application it always goes back to my NVME (the old defualt drive). I have even gone as far as to clean install windows. Nothing is helping?!?

in file explorer it shows that an application is downloaded on Storage A: but when i check under storage settings it shows it under Storage C:
