Parts list looks good overall,
If you can, go for higher speed RAM (DDR4 3200) as it will afford you better performance.

I would suggest getting noctua fans for everything but the GPU, and try to find the GPU variant you want with the absolute chonkiest cooler that you can find so there are more fans that spin at slower speeds.

Another suggestion I would make it to have a very conservative fan profile, don't have the fans kick in hardly at all until the components reach somewhere around 50 to 60 degrees, you can push that even to 70 degrees if you want, but I would not suggest.

Above 1700usd, I’d recommend am5

5070ti, 7800x3d, 2x 16GB ddr5 5600+ cl36- (this will probably be a bottleneck, but as usual, that’s the case with at least one component, and components are chosen the way they are as an optimization price-performance, so make sure to adjust clock speed and tighten latency to reduce or eliminate bottleneck)

try also to find out what your psu is.

btw do you have possibility to have your pc physicaly outside your room and then run cables to monitor, keyboard, mouse and a usb hub?
i have it like that and benafit of no fan noise and less heat in room are unbeatable

watercooler will bring pump noise, big air cooler is way to go for minimal sound

well, kind of
Not acctually perfectly described as bottleneck, cause while it does hold cpu back, making the whole system slower in cpu-bound games, pairing a faster cpu with slower ram will make things faster.
as for difference between cl36 and cl30: about 5% faster in cpu-bound games, so if you can find a lower-latency ram kit as a good deal then nice (don’t go out of your way by spending much more for that) and then on top of that you might want to tighten the timings 👍
