Windows Explorer crashes upon volume change

not sure what's been causing it, any time i change my volume with the volume scroll key on my Steelseries Apex 3, the taskbar and the volume popup freezes, have to spam click it to make it fully crash and then it pops back up, however it will still happen afterwards, AND if i try to change volume through the taskbar element, that part freezes but WILL work once until the next crash, same with doing it in the settings
it's been an on/off issue the past couple months and a restart does fix it
the only notable apps i use that interact with the windows media system (i guess what shows up in the top left when you change volume) are as listed:
jellyfin, tauon music box, vivaldi (browser), roblox, and VLC.
it might be jellyfin causing it but im not 100%, just want to know if anyone else has this issue
and no im not upgrading to windows 11
