since I have gotten my new pc and first time using Windows 11. I am unable to use letters like ë. So basically an umlaut. I've tried googling it, but can't seem to be a fix, because they all just say to use different shortcuts like ALT + 1 + 3 + 7.
But I just want to be able to use SHIFT + " + E.
Does anyone know how I can fix this issue?

Looks like I had the wrong United States keyboard selected in my settings
