Look in graphics driver settings (not super familiar with AMD GPU settings) basically if have vsync option can try that, or if monitor supports freesync that is amds version of sync signals that can reduce input lag compared with vsync but still avoid tearing

If other kinds of glitches and noticeable tearing in word editors and the like then maybe just GPU driver issues so maybe worth deleting and replacing with new install of drivers too, usually tearing only noticeable problem in games with high framerates (lots of action)

If can get/post quick vid clip of it from phone or something may help to get more eyes on it or see if looks like a familiar kind of glitch/tear or something, but typical solutions would be try another monitor to see if is tied to the monitor config or the GPU/system config and/or update GPU drivers and/or check for extra monitor sync feature like vsync or freesync and see if toggling on or off helps

Generally speaking vsync and freesync (and for Nvidia gsync) are meant to eliminate or at least reduce tearing but if monitor doesn't support the type of sync then can have case of GPU/system is sending display synch signals that the monitor is ignoring

Nah win 10 eol in October pretty sure but in any case it's soon so would stick with 11 now

You can remove most of the software you don't need, and the OS has gotten way better than it was at launch. (Like ALL OS's...)

uh idk try to read options in your monitor menu (search for your language if english isnt your main)
